Community Planning

Each year the Workforce Development Board (WDB) involves the communities it serves in a consultation and planning process to identify and address needs resulting in a Trends, Opportunities and Priorities (TOP) Report.

The process includes meetings throughout the area from Cobourg to Haliburton County. As well, most recently, two consultations were held with career counselling and service providers in Peterborough and City of Kawartha Lakes. A total of 136 stakeholders, representing a broad cross-section of community perspectives, participated in the overall consultation process.

The purpose of the process is to:

Identify trends & opportunities

  • From statistics canada census data, labour market studies, trade/industry publications
  • Needs analysis based on how national and provincial trends impact local communities
  • Community validation

Prioritize needs & identify projects

  • Community input to determine priorities
  • Identifying new and ongoing projects
  • Established based on resources available (financial & human)

Establish partnerships & implementation

  • With industry, labour, business, education and government
  • Clarify partners’ roles, review and validate expected outcomes
  • Develop work plan & timelines
  • Take action

Provide Accountability

  • Performance measures
  • Action plans
  • Reports
