Marginalized groups consist of persons with disabilities, immigrants, Aboriginals and women (youth and older workers are included under other headings).

The Workforce Development Board, in partnership with the New Canadians Centre Peterborough, is currently developing the Newcomers Mentorship Program to assist New Canadians in gaining knowledge and opportunities in their chosen career.

The WDB is also creating a PLAR (Prior Learning Assessment and Recognition) program for persons with disabilities.   This assessment can assign high school credits for learning completed outside of school.
